MEV Plus K2 Processing Validators For Native Delegation On Builder API Registration Event

K2 Module natively delegates validators that are already registered in the Proposer Registry. It however does a pre-check for registration in this registry and would register any validators that are not registered already. If all processed validators are registered already the module then proceeds to group the keys for native delegation of which are not in the k2 contract already and being executed by the right representative wallet.
